Not everyone who votes Cambiemos are fascists, there are a large section of them who want a government, people who are Christians who do not agree with Milei and peope who just aren't that right wing enough to vote Milei so they will vote Massa instead. There's this right wing "journalist" who's recently said he will vote Massa because Bullrich wasn't going to win. Furthermore, Cambiemos has fractures within them that do not agree with Milei. Macri supports Milei, Bullrich is the question, and then Larreta forms part of the moderate wing of Cambiemos so they also don't support Milei. Also Milei kind of form his whole campaign around them being "chorros", thieves.
