You need iron too to build infantry, so just having gold is just them focusing too much on gold production, using some to buy propaganda boosts, and forgeting the other resources.

in age of empires you have 4 resources; food, wood, stone and gold. the good units use gold in their production(knights and swordsmen mostly) and the "trash" units only use food and wood which are basically limitless resources. so really long games devolve into "trash wars" with endless streams of cheap infantry clashing
