However, his inclusion of this exception in the opinion without prior discussion was widely criticized.

During last Thursday's session, the bill was approved unanimously with 63 votes in favor. However, the intervention of Senator Pagotto, president of the Commission, generated a strong rejection. Pagotto introduced modifications not previously discussed, seeking to exempt from punishment parents who surrender their children due to "state of necessity".
