If you've got a half dozen engineers with a garage and some free time you could probably slap together a minimum viable product batman robot. I know a lot of engineers, there's some really freaky shit possible now with 3d printers, CNC machines, and arduinos. with 75k Euro you could definitely get some kind of prototype up and running. Folks make mostly functioning airsoft auto-turrets with old laptops and a few servos, using open-source software to train the targetting system.

yeah 12k is more than enough for a paintball gun, security camera, and a couple of computers to start farting around with existing vision libraries if you've got a few people with time on their hands
