Yeah, security can hold you, but 99.99% of stores tell their regular employees to never stop someone, even if they think they're stealing.
They can get sued for false imprisonment and/or assault so easily.
Security generally has the privilege to stop you if they suspect you're stealing. Generally though they won't call the cops unless they've got some sort of proof.
