Sorry, but if you move next to a concrete plant, I have limited sympathy for noise and concrete dust complaints. That's like moving next door to a pub and complaining about the noise.
I get the impression no, because its says they've been there on rolling time approvals since the early 2000's.
The renewal approvals have been under rolling extensions since the early 2000's. The physical plants were there long before then, though.
Nobody would actually build a plant with a 5-year council approval. The risk is too high that it wouldn't be renewed.
