Yeah my bet is that the think tank just waved a some paper at them completely unsolicited and got ignored, which is enough for them to say they totally are top advisers
its also pretty racist to even consider it: "Such primitive people can't possibly figure out their national interests, we the civilized west must've advised them"
And it's especially funny when you compare the state of the respective economies and diplomatic image of the "civilized" vs "primitives"
