I would look for sales on July 4th and Black Friday/Cyber Monday. You are going to get your best deals around those times. You can probably score service for $3/month or a bit less if you buy in bulk on sale. Say 1-2 years upfront during a sale period.
Mullvad and AirVPN are two you can look into which should be effective for this purpose, tolerate torrenting and I believe have sales. Please check their websites July 3, again on the 4th and if that fails you might want to buy a 6-month thing (cheaper than month by month but if you don't want to wait 6 months to start pirating it's your best bet) and then buy 1-2 years around Black Friday/Cyber Monday sales to get the actually cheap prices.
Please remember to use a torrent client such as qBittorrent which allows you to bind the torrent to your VPN network adapter as not all kill-switches are perfect but binding your adapter to the VPN adapter makes leaks impossible.

Funny you call cloudflare a cop when quad9 is long known to be cop-run or cop-friendly. It was recommended years and years ago (probably 5+) by the MET police of London. You know the same London located in Britain that is constantly going on and has been for close to two decades about terrorists and pedophiles using encryption and therefore it needing to be banned.

No, the only reason it's recommended to use a VPN while torrenting is just to not reveal an IP address that can be linked with you.
I think the flat $5/month for mullvad is worth it. Also you don't have to do any promos or subscriptions, so you won't end up having paid for a VPN you're not using anymore if you decide to switch. Example: PIA got sold to some creeps so I had to switch, losing months of a subscription.
I use the free servers from Proton VPN for that purpose, but I don't download very often so the speed could be a major limiter.

You don't want to do this if you want to pirate stuff. If you spin up an openvpn or whatever on common cheap hosting providers and they get a DCMA they will drop you without a second thought. They also wouldn't hesitate to turn over your info to legal firms (if asked) so you could be sued as their business is not in obfuscating identities and web traffic and they frankly do not want such people using their networks and computing resources and resent your presence.
Using a hosted VPN on digitalocean or amazon or whatever has its uses. If you're doing 100% legal things that may make people target you, for example competitive gaming where people might want to DDOS you to boot you offline to cause you to lose because of gamer rage OR you have a dynamic IP address and want to tunnel into your home network remotely OR you're using p2p applications that don't break any laws but reveal your IP and you want to conceal that OR you want to keep websites you browse from knowing your location (but not identifying and tracking you over time as this kind of thing won't prevent it as you still have a single IP even though it's corporate bloc rather than residential) then such a set-up can be useful to you.
