Ever since Jacob Geller featured a Cosmo D’s game in his video, I’ve been a bit obsessed with his little universe. The dreamy jazz music combined with the dreamy world is pretty great. A lot of the shit just doesn’t make any sense but it just comes off as a dream to me, so that’s okay. The only downside being there’s a lot of reading and no skip feature.

For reference, games like Cruelty Squad fit the criteria I’m looking for in “surreal game”

I would include a few surreal RPGs, but I feel like that’s an over saturated area

A tiny one that I think costs nearly nothing is "Gut Whale". It's a roguelike, loosely speaking, where you have one or two bullets and are trying to shoot your way out of a giant flesh dungeon of sorts.
