Pretty much Yeah. There was a post of a woman on reddit who had about 5k of stuff stolen from her and now she's turning to SW to make up the difference after the police wouldn't help/do anything. And many times a car, especially now, is more expensive than that.
Even if the police do something it's at best recovering the car a while later, likely with damage done. Still a huge economic problem if you (like many Americans, because maybe 10 cities have legit public transit and there's none at all in rural areas) rely on your car to do basic life tasks.
