The reason why the neoliberal Dems seem to have fully leaned into the "woke CIA" nonsense is because what the CIA (and probably also MI6) does to social movements abroad (turning potential revolutions into counterrevolutions and "color revolutions") is the same thing Democrats do to social movements domestically, infiltrating them and robbing them of any revolutionary potential. At this point it's almost literally the same people in charge of both (Soros, Buttigieg, Obama, just to name a couple).
I think one of the things has been Obama making Imperialism cool for liberals.
I remember the first time I saw the show Homeland, I was very confused. It was a seemingly liberal show about that was pro-CIA and as a confused left-lib I thought liberals didn't like the CIA because they did awful shit. 5 years earlier and a pro-CIA show would have to be marketed towards right wing men, but liberals had changed their minds. The CIA was actually good and progressive now that they answered to Obama. Trump has always shit on the intelligence community, so he has even solidified them as heroes among libs. It's fucked and I hate it.
The 'woke CIA' goes back at least as far as the 1960s and the way they co-opted the counter culture. You've got major left (liberal) figures from that time talking in retrospect about how groovy the CIA seemed compared to the stuffy old white guy of 'The Man' in the form of politicians and law enforcement.
