We would like to congratulate President Xi on ending abject poverty in China, and for his innovative, forward-looking Belt-And-Road Initiative; we would like to join in helping to develop the over-exploited ex-colonial states we damaged through centuries of merciless pillage and racist imperialist programs. Let’s all join forces and start working to mitigate the harm we’ve done in the past, and start building inroads to a sustainable and just future.”

That's literally all it would take. And it would be objectively the right thing to do. And yet the world is in such a state of imposed misery that this seems like the most far-fetched reality I can possibly imagine. It's sad.

      of course, yes, this would just be rhetoric in isolation, to start turning us away from decades-long policies to the contrary; saying so obviously wouldn't make it so, and of course it would never happen for precisely the reasons you described, but I think to say an international superpower can't take a sharp left turn kind of flies in the face of history. obviously, just look at what the Bolsheviks accomplished. Stalin didn't particularly care what the bourgeois class interests were, they were powerless to stop him because he had the military and the proletariat behind him, and theoretically nothing stops Biden from having some kind of aneurism that makes him abandon neoliberal statecraft in favor of anti-imperial legislation. yes, the institutions and his own underwriters would be doing literally everything they could to stop him, but he's still in a position imbued with enormous authority. it isn't impossible.

        You're in great man territory there, comrade. The US isn't a neoliberal hellscape because no sufficiently visionary leader has stepped forward to change that, its because the material conditions there make neoliberal hellscapery unavoidable. Things are steadily worsening and that could lead to a growing class consciousness but the empire would have to sufficiently weaken enough that the treats cut off before that would happen.

        If Biden did what you suggest he would have an unfortunate stroke that night and Kamala would give a saddened speech about his sudden cognitive decline before getting destroyed in the next election and things would go back to business as usual.

        Stalin was able to ignore the bourgeoisie because he had the people behind him. The people didn't support him because he gave great speeches, he just voiced the feelings they already had

        Biden is not, and can never be Stalin. Biden and all US presidents elected under a liberal democracy has been and will forever be the King with the rest of the government and capitalists being Royals
