        I think he meant it like this:

        Marx at least had praise for the Paris commune. And Lenin, whatever his issues with Luxembourg, still had immense respect for her

        And Marx didn't had just praise for Paris Commune. While criticizing it, he counted it as one of the most important event in history, the first proletarian state ever, and confirmation of his theory.
