Under Mao, China was the only friend of Albania, they had bases in Albania and would defend them from a Soviet, Yugoslav or Greek invasion. Then during the 1970's Albania broke relations with China and started funding their own hoxhaist parties all over the world. And I think all these parties eventually either became socdems or just turned Pro-China after the end of the Soviet Union and Communist Albania.
Not to downplay the seriousness pr whatever. Just the idea of a bunch of overweight, hairy, small diner owners angrily sailing in a boat is funny. Imagine an army of Stavvies vs an army of his best friend (he's Albanian, I forget his name). Would be hilarious.
Didn't China at least have a lot more of a commitment and unity of purpose with Albania than the US does Kosovo?

Kosovo is just a military base for the USA, Albania and China did have really close ties and mutual economic cooperation until the China-USA thaw
