Germany is a mess. They're trying to fix it but there's legacy fire and air raid sirens that are mapped to the same signal numbers, so when an emergency alarm is issued centrally it's not uncommon for a totally bogus siren to go off in a random town on the other side of the country. I had a German firefighter try to explain it to me once, it was like every state managed it and they used 4 or 5 digit codes.

The country's electrical system is as sound as the electrical systems in vehicles they export then (yes I am gonna take potshots at BMW)
