I think the other side of this coin is that liberals have watched fascist rule convert back into liberal democracy so many times now that they understand fascism is not a threat to them, just a temporary state of affairs. They are content to accept the situation, wait for fascism to do its thing(remove undesirables and communist threats) and then convert back.
