Who sold it to them? If these are such critical industries that you can't hand them over to the PRC-run conglomerates why are the sales not blocked? Also if the point was to pay people to stay home and cover payroll, then yeah they should get the money. They have US employees. If anything the problem in PPP was not that foreign conglomerates were able to cash in (I doubt Chinese companies were alone in this regard) but that the money had so few strings attached or guarantees to workers with regards to what conditions and pay they could expect to return to.
