They're shifting their business model toward data mining, licensing (I.e. in the Microsoft store), and other paid services, so their strategy is to make Windows cheaper but make up for it with other income streams. Though probably still not as creepy as Google on the data mining side (I type on my android phone).
Honestly the fact that Windows 11 is relatively cheap is massively impressive.
