As for the rest of your post, I think the idea of doing race science and digging into people's genetics to determine who gets to own property and who doesn't is incredibly wrong headed and would be impossible to implement anyway.
Race does have a biological basis, it's just not what everyone thinks it is. Race is not a useful way of characterizing human biological diversity, because diversity is greater within races than between races. Race is a very fast and loose concept similar to species classification actually, but it can be a useful delineation in population studies.
