Maoists are trying to tap into the social and communal divide caused by politics of caste and religion. They are attempting to win the support of the members of the working class, Dalits and minorities, especially Muslims.
They are trying to infiltrate the government intelligence machinery and feel the time is ripe to capitalise on grievances arising out of Hindutva politics
idk these two lines make me kinda hopeful. Also if they're the target of government crackdowns it makes sense to organize a defensive militia.
Shooting/blowing stuff up and demanding change doesn't seem to work out well most of the time. Especially when there's collateral damage done to folks whose hearts and minds you're trying to attract. Kind of counter-productive. A bit.
