    I just did a count and 45 of those 61 voters came from countries that were at one point either Axis powers or Axis properties.

    Albania: Axis property
    Andorra: neutral
    Australia: Allied power but accommodated Axis collaborators (example)
    Austria: Axis property
    Bahamas: Allied property
    Belgium: Axis property
    Bosnia and Herzegovina: Axis property
    Bulgaria: Axis power
    Canada: Allied power but accommodated Axis collaborators (examples)
    Cyprus: Allied property
    Czechia: Axis property
    Denmark: Axis property
    Dominica: Allied property
    Estonia: Axis property
    Finland: Axis power (at least unofficially)
    France: Axis property
    Georgia: Allied
    Germany: Axis power (obviously)
    Greece: Axis property
    Guinea: neutral (I think)
    Hungary: Axis power
    Iceland: Allied property
    Ireland: Allied property
    Italy: Axis power

    Switzerland: neutral but sometimes accommodated the Axis

    Turkey: neutral (until 1945) but accommodated the Axis

    Ukraine: Axis property
    United Kingdom: Allied but repeatedly accommodated the Fascists (example), despite being a victim of Fascist aggression
    United States: Allied but repeatedly accommodated the Fascists (example)


    You’d think that the descendants of somebody who presumably suffered under the Axis would have condemned German Fascism, but I guess not. If Russia likes something, that means that it’s bad, but if Russia dislikes something, that means that it’s good.
