I can't source this, but I did read somewhere that Tal is the first person to be jailed. Others have conscientiously objected but agreements were reached that meant they were not imprisoned. It wasn't clear what these "agreements" were though. I heard about this guy because he was interviewed on Novara Media in the UK.
