The article seems to be more about cultivating the fear of a Russian attack on Germany which seems very Bild like lmao. I wouldn't take their claim on the Bundeswehr preparing for a war against Russia seriously.
Given what's been Britten about the state of the German army recently, I'm not taking this too seriously either. I think framing it as Russia rolling over Europe of Ukraine is defeated is the new round of fear mongering to make sure money keeps going to the war.
