In addition to this, every family could be given a basic garden-starter kit with seasonal veg seeds + instructions, and a plot in a communal garden so they can grow their own vegetables, fruit, herbs, etc. Vietnam has has a lot of success with distributing land this way for people to grow rice, and the government works with farmers to make sure the price is stable.
