Much like how 70's grandma's apartment building had to be bought out & bulldozed to make way for The Monstrosity, so too will a lot of existing infrastructure & housing stock have to be basically scrapped, because it literally won't be/can't be useable under a more rationally developed urban development framework.
Universal Car Ownership & Functional Public Transport are basically two mutually-exclusive development paths when it comes to building a country's infrastructural base, as far as I can tell; and you can't really "repurpose" anything when moving from one to the other.
