Interesting. Looks like it’s used in law. When some law is not in use for some time then it’s considered to lapse by way to being…not used and thus not enforced. Cool. Thanks for teaching us this word!
I learned it recently because I finally got around to Asimov's Foundation and he uses it in the first book
