Kinda, a Hummer is based of a Humvee, which is a truck for scouting, patrolling and such and is lightly armored. A APC has heavier armor and more serious armaments and is only supposed to be used for transporting and assisting troops to battle (ignore the Bradley ignore the Bradley ign-) Still your point stands since the Hummer is just a civilianized military vehicle
