People do make artificial walls for the purpose of dry tooling though they are rather rare and usually not permanent public facilities. There are some areas that direct water flows then freeze them specifically for ice climbing but thats not a gym style environment. The best way I could think to try this safely is either to
If you know how to set top ropes go to a local climbing area set a top rope and just dry tool your way up as per normal
Hire a guide to set up and teach top roped ice climbing. Expensive of course but not doing something dumb and dying is important

Climbing is the best. All around. Absolutely way fun.
