Perhaps being in the pocket of foreign capital would help? Why would any head of state permit foreign military bases in their territory? Or put into law giving up command of their armed forces in the case of conflict?
It's very common for elites outside of the imperial core to sell out their country for personal gain. I just know that if they don't have currency sovereignty, this can lead to really bad issues down the road. I guess it's just classic short term gain mindset.
