Ok so this one is an emergency post for an old partner and good friend of mine, she is a single mother of three works full time pays all her bills and buys food clothes and provides everything for her family all by her self. I have no cash to spare at the moment but hopefully some helpful words. Some cities have emergency protections with power companies to avoid shutoffs in winter months for those who can't afford it, so if it becomes an issue come next month that might be an option, depending on where they are.
There's also a federal program called LIHEAP that provides payment assistance for power bills. You don't have to own the home to get assistance. They could look to that for longer term help, too.
