No, it's assigned by your ISP and can change at their whim, though it should stay the same for days/weeks at a time.
You need to run a ddns client that updates it automatically for you.

But why a /40? While I haven't looked up the prices, I do suspect that prices and scope sizes corelate. A /48 is enough if you need to subnet. But why not just get a /64? If you can't get by with a /64 I'll buy you a beer... Heck you can buy me the beer, because you definitely got the budget for it.
