The paper makes vague claims without any substance. There is nothing to debunk there, and if you actually bothered reading the paper yourself you'd know that. I guess perhaps you just expected people not to bother reading it. The link I provided you above explains the situation as it actually is. Maybe go read it.
It's fascinating that Westerners can't even fathom the idea of a colony trying to steer away from their colonisers. Do you really not see people living in those countries as people who can make their own decisions without need of consulting Europeans/Americans?
