Ive been able to get good FPS in CSGO and Fall Guys at 1080p using my 2nd hand Lenovo with its R7 3700U. Ive seen people playing GTA and Warzone with the same specs too!

I forget if they have OpenGL 4.3 in them, but they're very underpowered. They can run things (LowSpecGamer does a lot of intergrated graphics stuff) but they aren't on the level as an actual GPU right now.
Edit: note that the MINIMUM is just that. When they say "will be unplayable" they mean it. Demon's Souls was able to "run" back in like 2013-2014 on a 7XX GTX GPU, but it'd get a frame-rate of like 10-20FPS from what I remember. PS3 emulation is "getting better," but you really need a good GPU/CPU combo.
All current and recent support all modern OpenGL including 4.6. They also support Vulkan, as do RPCS3.
I will not bet on their performance because I do not know but I will be less skeptical, as GPU shaders are not an expensive part of emulation and do not adhere to linear relationship with relative power to the original machine. The PS3 also does not have a strong GPU regardless. The important part of the specification for these purposes are features which the emulator uses being present.

I mean, you can run modern titles with some concessions (hell look up GPD Win videos), but emulation's general rule is "2x of the hardware being emulated's power" which Intel HD/whatever AMD simply isn't gonna cut the mustard on.
