They're not going to get it because if the city wouldn't subsidize the previous owners no way are they going to subsidize the new, poorer ones. The course will degrade from neglect as they fail to pay for basic upkeep, and eventually become a massive dilapidated lot and the only thing they will have accomplished is preventing the creation of a public park.
