It's still a good thing that China is politely reminding them that they expect to see more inclusive policies from the current Afghan government than they have demonstrated in the past.
And besides, you never know, given peace and economic recovery they could mellow out over time. I mean the same kind of pessimism might once have been said about Iran under its religiously conservative government, yet despite everything Iran is now actually an okay-ish inclusive society. Women receive an education same as men, they can work most jobs and they participate in politics, up to and including holding office there. It's still far from ideal but it's also not as bad as the West makes it out to be.
One of the moves China has done like this recently was during the belt and road, women being allowed to return to education was a pre-requisite that China put in for devolopment; It was east coast of africa, cant remember the name right now.
