It has become the norm in Brazil to replace older and more reliable linux distros in government machines for Windows, to the point where we went from having a bunch of specifically Brazilian distributions for many specific purposes to being reduced to using debian or ubuntu. Relying on foreign software can be really harmful to your sovereignty but also create a dependent IT workforce who don't know their own national tech.
