    The [Fascists] must have seen that the [Ottomans] got away with genocide because a great war meant dealing with a whole series of important and difficult international and national questions, also in the aftermath. War, in other words, provided an opportunity structure for violent solutions in relative safety. The nexus between war, opportunity, and genocide had been noted time and again in the German discussion of the Armenian Genocide.
