The Americans and Europeans are just too ideologically stuck in neoliberalism to reindustrialise. China's already out paced the in most manufacturing, and they see to be catching up with the more high-tech stuff like microchips as well. The only thing the US seem to be able to do about is sabre rattle and eat their allies.
That said, I do find it darkly funny that Europe's economy is getting cannibalised to keep the US afloat, the Euros spent the last 2 centuries doing that to the rest of the world.

As for the Ashita no Joe itself, I'd definitely recommend it. I don't think there's anything explicitly left wing about it, but it's more frank about its depiction of both poverty and boxing than most sports manga I've seen (which admittedly, isn't a lot).
Maybe it's nostalgia, but I agree that it was a sweet spot for game development. Developers and artists were more confident with making games in 3d, and they could do it cheaply enough that even big companies would publish pretty experimental games.
Then the shift to HD happened a budgets and dev times skyrocketed, leading to the dreaded Brown and Bloom "Realistic" Third-Person Shooter with a bald protagonist.
