This looks like something from Viz magazine. They'll regularly have big one page jokes about something and then have these little made up side bits in.
Whole thing was probably about illegal immigrants taking small boats to the hundred acre wood and then there's this little bit in the bottom.

It's like you're doubling down on what happened. Either they didn't know/care it hurt at the time or wanted to hurt you but now you're using your energy to extend the hurt.
When you start getting angry about it acknowledge it but then do something positive for yourself.
It could have been nearly exactly replicated in the past 100 years.
Imagine the English response to the IRA bombing campaign was to use our forces to storm across Ireland indiscriminately killing people to protect England. Continually extending northern Ireland.
When I was reading it as a lad I always thought it was a parody of American culture, policy and law enforcement. A true sci-fi western. Substitute Judge for Marshall, guns with the right bullets solve everything and really long sentences or death fix all the problems of the society.
The joke being that Dredd never ever has any real impact on the society.
Oh and Tharg's Future Shocks did it way before and better than Black Mirror!
