URL blocking is for spam. It’s not like instance blocking and I don’t think you want to filter out spam content yourself.
Hopefully we can see custom user filters too though. I would like to filter out Elon from my life.

If you don't use pict-rs then Lemmy will not proxy images and just use original URLs. Also, in the new version that has not been released yet, you will be able to disable the proxy via config.

I think you can migrate files while pict-rs running in read-only mode, without downtime. Then changing the S3 url should be enough, I guess? :)
Read-only mode is a v0.5 feature tho.
I can suggest using other cheap alternatives since there are many. I tried Contabo before and it wasn’t a good experience.
