This is misleading, billionaires have been paying effectively lower taxes for many many years. They just had to be more creative about it before now.
That is a another good concept, but that is exactly not what this study was about, haha! This study was about using land that had been farmland for solar and restoring the natural plant life of the area. This increased the insect population dramatically, including many pollinator species, so using less productive fields for solar/natural habitat instead could further increase the yields of better fields in the area.
I also think it will be incredibly difficult and maintenance intensive to keep any structure that size at near vacuum.
I think there may be a break even point between cost and effect where removing enough air to reduce (but not even close to eliminate) drag is worth the trouble though. Very large clean zone manufacturing facilities are routinely kept slightly above outside ambient pressure to prevent dust/moisture/insects from getting in.

Unfortunately, everything does at this point. We need to stop making them now, in a few more decades may be too late.
