No. Both are correct. The 250-million strike was a General Strike. 5 million strike was mostly a farmer's strike that turned out to be general in some places. Not a whole lot of the service sector took part in this strike, but a handful of them.

That was an All-India Strike called by all the unions. This was an All-India Strike called by the agitating farmers' all India coordination committee, AIKSCC, and supported by other unions. This wasn't a general strike as in only supporters took to the streets unlike last time when everyone took to the streets.
