Evidence suggests a deadly explosion at a busy market in the eastern Ukrainian city of Kostiantynivka this month was caused by an errant missile fired by Ukraine, the New York Times reported on Tuesday.

I don’t remember which writer said this, but higher ups in the government will try to leak information and tailor articles as signals to other people in the government to express discontent. So it’s possible it’s trying to push the US’ focus away from Ukraine.
