everyone will move to where their sleep cycle matches the time and daylight. people with sleep disorders will receive semi-autonomous zeppelins to fly east or west as necessary to accommodate us.

Anyway to answer your question everyone would have to tag their time as +3 or -6 or whatever but the actual time would be what UTC is now so we can sync all the computers properly.
