I haven't had issues with the AI honestly. I'm using The Midnight Ride modding guide, and it has mods like NPCs Use Items and Chemfluencs - AI Combat Dynamics that seem to have improved it a lot.
I've been using Damn Apocalypse as my main survival overhaul mod. You might be thinking of FROST which really kicks things up a notch and makes things wintry, but I haven't tried it either. There's also Horizon which is like Damn Apocalypse but heavier rand more complex (or rather, DA is a lightweight alternative to Horizon).
