Basically, according to the video the idea is that since governments are protecting the interests of peoples in power by blocking positive change which make said changes very difficult to implement, instead of trying to reform the system (Revolution? What is that, A food dish?) we should try to found new cities inside the countries with their own separate legal framework and business code (because we obviously shouldn't the ho so great capitalism silly commie) and that would somehow create competition against the central government which would force it to reform itself and give more freedom.
So, yes, basically.
