This is an unusual approach given how the campaign has gone so far. Why?
maybe they feel they need more 'justification' to use as propaganda in the wake of faltering popular support in the west and the ICJ ruling. I doubt Isreal has any intent on honouring this if the hostages are released, either blowing them up and blaming hamas or making up fake hostages and saying hamas still has some after releasing all.
