      Eh, most police departments have basically been doing this on purpose to drastically increase overtime. Pension payouts are based on average compensation of your last 3 or so years before retirement. Cops have basically been conspiring to make sure that retiring officers earn more than double their salaries before retirement so they can drain the public even when they're done working.

      And you can't get overtime if there's adequate staffing.
