My assumption is that they designed it to have "cool cyberpunk" lights in a slit trench thing across the front and didn't take time to consider why most cars have pretty smooth surfaces that stuff can run off all over. Or do any environment testing.
Yeah, not even joking, I think Elon drew this in 2D on a piece of paper and handed it to his staff. Them being afraid of another tantrum made it exactly to his specs and tried their best to add another dimension.
