'Far Too Little, Far Too Late,' Say Critics as Biden Finally Removes Cuba From Terror List
Considering the below, I wonder what changed here? Did they kick off the six-month-long processes according to the statute, or does Biden have broad authority to simply remove them from the list? It seems clear from the below that the State Department had no interest in discussing Cuba being removed from the list at all. This process would have had to have started in August of last year or sooner if they suddenly decided to change course and follow "the law and criteria established by Congress".
I wonder, if anything, could be found to show that they did start that process?

Also, funny enough, it was one of Trumps final acts to place them on the list as well. I'm willing to bet this "process" never actually happens, and instead they just decide to put them on the list, or take them off the list, as a thoughtless gesture to their base.
I think the next president after Trump will take them off the list and add them back every month just to see how long they can get away with it.
